Current President of the Education Commission of the Panamanian Association of Business Executives (APEDE) and Treasurer of the Board of Directors of the Co-Owners Assembly of the P.H. Denovo. Cofounder in 1979 of USMANIA, R.L., a savings and loan credit union. Director of Panama Real Estate & Investment Consultants, Corp.

Dr. Noemí Castillo was part of the National Women's Council (CONAMU), of which she was vice president for a period. She was also part of the National Directorate for Women (DINAMU), of which she was an active participant during the period in which the Ministry of Social Development was called the Ministry of Youth, Women, Children and Family.

Dr. Castillo is an active member of the Panamanian Foundation for Ethics and Civics (FUPEC) and was a part of the Citizen Advisory Council of the Observatory for the Rights of Children, Girls and Adolescents, of which she was Coordinator during the 2017-2018 period.

Dr. Castillo is an associate and activist of the Association of University Women of Panama (AMUP), whose mission is to defend the human rights of women and girls. She was a part of the Association of Directors of Panama (ADP) and is a member of the YMCA Board of Directors where she offers support in its Strategic Planning and in the exaltation of Christian values.

In her long professional career, she has been Rector of Universities, president of the Council of Rectors of Panama, Education Advisor of the Education Commission and a Member of the Women's Commission of the National Assembly of Deputies, Education Advisor of the Sector Council Private for Educational Assistance. She participated as deputy president of the National Scrutiny Board for the expansion of the Canal in 2006 and for the presidential elections of 2009 and 2014.

At the international level, she was president of the Ibero-American University Council (CUIB) during 2007-2008 and between 2009-2015 she was a member of the OAS Scholars Selection Committee, representing Panama, in Washington, DC. She is currently a national and international speaker, consultant and researcher and her research work is focused on Education as a Human Right and a Social Public Good. Represents the non-governmental organizations of the Civil Society dedicated to Education in the Permanent Multisectoral Council of the National Commitment for Education (COPEME) in which public policies are aimed at reducing inequality, improving quality, initial and continuous training of the teacher, management and investment in the Ministry of education.

Arturo Enrique Miranda Castillo, has registration No. 1391 to exercise Conciliation and Mediation, issued by the Office of Alternative Resolution of Conflicts, of the Ministry of Government of the Republic of Panama, fulfilling all the requirements of Law 16 of June 17, 2016. He satisfactorily culminated the Mediation and/or Conciliation Training Program, pursuant to Executive Decree No. 777 of December 21, 2007, granted by the Conciliation and Arbitration Center of Panama (CeCAP).

Arturo Enrique Miranda Castillo, has in his personal capacity an Investment Banking resolution No. 574245845 issued by the General Directorate of Domestic Trade of the Ministry of Commerce and Industry of the Republic of Panama. It includes other activities auxiliary to financial services, investment advisor (real estate) and commission agent services. His services do not include the offering of public securities and/or advice on listed securities and/or brokerage or sale of securities, instruments and/or quoted financial contracts or other similar ones.

Arturo Enrique Miranda Castillo, has in his personal capacity his Financial Advisor resolution No. 107709 issued by the General Directorate of Domestic Trade of the Ministry of Commerce and Industry of the Republic of Panama. It includes the activities of administration of financial markets, other activities auxiliary to financial services activities, fund management activities, advisory services, consultancies and project designs, and investment advisor (real estate).

Arturo Enrique Miranda Castillo, has in his personal capacity his Appraisal resolution No. 611253 issued by the General Directorate of Domestic Trade of the Ministry of Commerce and Industry of the Republic of Panama. It includes the activities of appraiser of movable and immovable property.
